Professional biographies of Lancaster General Health’s Executive Leadership

Thomas E. Beeman Ph.D., FACHE

President & Chief Executive Officer


Mr. Beeman holds more than 35 years of experience in the healthcare field and is responsible for the leadership of the Lancaster General Health system.

Prior to joining Lancaster General Health, he served at Saint Thomas Health Services as its President and Chief Executive Officer, and the Senior Vice President for Hospital Operations and Executive Director of the Hospital of the University of Pennsylvania. He is a fellow of the College of Physicians of Philadelphia, a Fellow of the American College of Health Care Executives and a member of the Association of Military Surgeons of the United States.

A Rear Admiral in the United States Navy Reserve, he served as deputy commander for the National Intrepid Center of Excellence, National Naval Medical Center in Bethesda, Md., a facility dedicated to treating military personnel and veterans suffering from traumatic brain injuries. He holds a Ph.D. from Vanderbilt University where he has taught System Theory. He holds a master’s degree in Hospital Administration from Widener University, a master’s degree in Health Education and a bachelor’s degree in Community Health Studies from St. Joseph’s University. He is the author of “Leading from Within” and has published myriad of academic articles.

Jan L. Bergen

Executive Vice President & Chief Operating Officer

Ms. Bergen provides executive leadership for operations throughout the Lancaster General Health system, from its hospitals and suburban and downtown outpatient pavilions, to its physician network and major service lines. She also leads the establishing and executing of business planning, facility and clinical program development, external relations, physician relations and physician partnerships. Ms. Bergen is also responsible for assuring that the services delivered by LG Health are consistent with the organization's mission and are accessible to all people in the communities we serve.


Before joining Lancaster General Hospital in 2000, Ms. Bergen served as Senior Vice President for Jefferson Health System’s Bryn Mawr Hospital, a 400-bed acute care facility in Bryn Mawr, Pa. Ms. Bergen also served as President and CEO of Main Line Health System’s Bryn Mawr Rehabilitation Hospital, a 200-bed freestanding rehabilitation facility in Paoli, Pa. Ms. Bergen possesses more than 30 years of healthcare experience including management of hospitals, ambulatory centers and rehabilitation centers. Ms. Bergen holds a bachelor’s degree in social work from Lafayette College and has completed graduate course work in business administration and social work.

F. Joseph Byorick

Chief Financial Officer Emeritus, & Treasurer 

A skilled financial expert who joined Lancaster General Hospital in 1972, Mr. Byorick manages LG Health’s financial investment holdings to achieve stability and growth in today’s challenging economy. Mr. Byorick joined Lancaster General Hospital in 1972 and since then, has managed all phases of hospital accounting, reimbursement, and finance, and has been involved in the acquisitions and divesture of related organizations, payer negotiations, and financial strategy development.

He has served as Lancaster General Hospital’s Chief Financial Officer and as the Treasurer for Lancaster General since January 2001. Prior to his most recent appointment, Mr. Byorick held the position of Chief Financial Officer for LG Health and earlier, Vice President, Fiscal Affairs since 1997. He earned his master’s degree in business administration from Shippensburg University and a bachelor’s degree in business administration from Franklin & Marshall College in Lancaster.

Gary Davidson

Senior Vice President, Chief Information Officer

Mr. Davidson provides leadership, vision, direction, coordination and management for a broad range of technology areas at LG Health, including information systems, telecommunications, clinical and imaging engineering and Health Information Management. Prior to joining Lancaster General, Mr. Davidson served as Vice President and CIO at Saint Raphael Healthcare System, where he was responsible for information technology, telecommunications, biomedical engineering, material services and oncology services. During his career, Mr. Davidson worked as the chief information officer for Bridgeport Hospital and as the director of corporate systems at Yale New Haven Health.

Mr. Davidson holds a master’s degree in business administration from the University of New Haven and a bachelor’s degree in applied mathematics from Yale University. He is a member of the College of Healthcare Information Management Executives and the Healthcare Information and Management Systems Society.

Lee M. Duke, II, M.D.

Senior Vice President, Chief Physician Executive & Chief Medical Officer

Dr. Duke is responsible for creating a positive and contemporary climate for medical affairs across our system. He is accountable for facilitating medical staff planning and development, physician leadership development, clinical program improvement, outcomes management, patient safety, technology and innovation, resource management and clinical effectiveness.

A critical-care staff physician with Pulmonary Associates of Lancaster and member of the LG Health Medical and Dental Staff since 1991, he is a former health system trustee. Dr. Duke also leads physician credentialing and graduate medical education. Dr. Duke holds a bachelor's degree in psychology from the University of Virginia and became a Doctor of Medicine upon graduation from the University of Virginia School of Medicine.

Geoffrey Eddowes

Senior Vice President, Post-Acute Services

Mr. Eddowes provides executive leadership for the health system’s post-acute care services, including long-term care services, home-care services and serves as staff liaison for Lancaster Rehabilitation Hospital.


Prior to joining Lancaster General in March 2006, he was past President and CEO of Luthercare, a continuing care retirement organization based in Lititz. He also served as the Vice President of Operations for the American Retirement Corporation in Brentwood, Tenn., and as Vice President of Operations for the Willow Valley Retirement Communities. He holds a bachelor’s degree in business administration from Temple University and was a past recipient of Central Penn Business Journal’s Forty Under 40 program, which annually recognizes 40 men and women under the age of 40 for their notable successes and demonstrations of strong leadership both within and outside of their chosen field.

Norma J. Ferdinand, MSN, RN

Senior Vice President for Quality and Performance Improvement & Chief Quality Officer

The Chief Quality Officer since 2007, Ms. Ferdinand provides leadership of the health system’s extensive quality efforts. Prior to her current appointment, Ms. Ferdinand served at the Senior Vice President of Operations and Chief Nursing Officer for Lancaster General Hospital. She previously served as Senior Vice President of Patient Care Services, as Director of Care Management and Cardiothoracic Surgery at Lancaster General Hospital.

Ms. Ferdinand joined LGH in 1983 as a cardiothoracic surgery clinical nurse specialist and in this position she facilitated the implementation of the Cardiac Surgery program. She has more than 30 years of nursing and critical care experience. With a master’s degree in nursing from the University of Pennsylvania, Ms. Ferdinand is currently a Doctoral of Nursing Science candidate at Widener University.

Karen Flaherty-Oxler

Senior Vice President, Hospital Operations & Nurse Executive
President, Lancaster General Hospital 

Ms. Flaherty-Oxler provides operational oversight of all nursing services across LG Health. She provides oversight of Lancaster General Hospital operations, including management of nursing functions, hospital operations, emergency and trauma services, patient care services and patient support functions. She collaborates with our SVP & Chief Physician Executive to ensure continued clinical effectiveness with our Medical & Dental Staff.

Ms. Flaherty-Oxler retired in January 2012 as a Rear Admiral from the United States Navy, after 38 years of service, culminating in her role as the Deputy Surgeon General of Navy Medicine at the Bureau of Medicine and Surgery. She joined LG Health as Senior Nurse Executive in February 2012. Flaherty-Oxler previously served as the 22nd director of the Nurse Corps as well as the Deputy Chief Wounded, Ill, and Injured at the Bureau of Medicine and Surgery. A native of Winsted, Conn., she joined the United States Navy as a Nurse Corps candidate in July 1973. Upon graduation from Skidmore College, she attended Officer Indoctrination School in Newport, R.I., in August 1974. She holds a MSN from the University of Pennsylvania and has held a variety of leadership roles in academic, community, federal and military healthcare sectors.

Robert P. Macina, Esq.

Executive Vice President, Chief Administrative/Legal Officer & Corporate Secretary

Mr. Macina provides provides executive leadership for Legal & Regulatory matters, Risk Management, Internal Audit, Corporate Compliance, Information Protection & Assurance, the Lancaster General Insurance Company, and oversight of other services necessary for the effective operation of the health system.

He also provides executive leadership for Strategic Planning, Business Development, Marketing, Corporate Communications & Public Relations, and Government Affairs & Grants. 

Mr. Macina received his bachelor’s degree in 1976 from Georgetown University, his master’s degree in business administration in 1980 from Bernard M. Baruch College, City University of New York, and his juris doctor degree in 1980 from New York Law School. Mr. Macina was formerly a partner with the law firm of Greenberg Traurig in Fort Lauderdale, Fla., practicing in the area of healthcare law. In this capacity, he represented hospitals, physicians, and other healthcare providers in strategic, operational, and regulatory transactions. Prior to joining Greenberg, Traurig, Bob was the Director of Legal Affairs for Blue Cross and Blue Shield of Florida, Inc., where he was responsible for managing the activities of a 13-attorney legal department for the state’s largest health insurer. Bob is admitted to practice in Pennsylvania, New York, and Florida, and is board-certified in Health Law by the Florida Bar.

Marion A. McGowan, RN

Executive Vice President & Chief Population Health Officer

President, LG Health Innovation Solutions Inc.

Ms. McGowan holds more than 30 years of healthcare leadership experience, predominantly leading operations for large healthcare systems. At LG Health, she leads efforts to make care and clinical resources more coordinated and effective. One approach is an Accountable Care Organization, or ACO, a key component of healthcare reform. ACOs are designed to manage patients across a continuum of care - including inpatient, outpatient and post-acute care - while enhancing efficiency and effectiveness by improving outcomes.


She also serves as President of Lancaster General Health Innovation Solutions, Inc. the health system's incubator for inventive new products, services and solutions to complex healthcare issues. From 2005-2011, she served as Chief Operating Officer for LG Health, responsible for system operations including acute and outpatient care, home care, skilled care and physician services. Ms. McGowan joined Lancaster General Hospital in 1991 after 10 years at Allegheny General Hospital in Pittsburgh. A year later, she was appointed Assistant Vice President, Cardiovascular Services, and in 1993 she was appointed to Vice President, Cardiac & Pulmonary Services. From 1994 to 1999, Ms. McGowan served as the Senior Vice President of Patient Care Services for the Lancaster General Health system. In 1999, Ms. McGowan became President and Chief Executive Officer of Brandywine Hospital, a 190-bed community hospital in Chester County, PA, which at the time, was affiliated with Lancaster General Health. She returned to lead Lancaster General Hospital in 2000 as the Chief Operating Officer. Ms. McGowan earned a master’s degree of public management/health administration from Carnegie Mellon University and a bachelor’s degree of nursing from Carlow University. She is currently a doctoral student at Alvernia University.

Regina Mingle

Senior Vice President of Human Resources & Chief Leadership Officer

Ms. Mingle leads the health system’s human capital development and talent management, including succession planning and expansion of a comprehensive leadership education program.She also serves as a liaison with the Pennsylvania College of Health Sciences. Since 2002, Ms. Mingle served as the Vice President of Human Resources for the Jefferson Health System in Radnor, PA.

She holds more than 20 years of clinical and patient service experience in not-for-profit hospitals and systems. As vice president, she was responsible for the management of all human resource functions including: recruitment, compensation, employee relations, employee benefits, and policy. She held strategic responsibility for systemwide health and welfare employee benefits. Ms. Mingle earned a master’s of management degree in business administration from The Pennsylvania State University, and a bachelor’s degree from Drexel University.

Dennis R. Roemer

Executive Vice President & Chief Financial Officer

Mr. Roemer is responsible for overseeing the financial activities of LG Health. He previously was the Senior Vice President for Finance and Chief Financial Officer for the Georgia Health Sciences University & Health System in Augusta, GA. He joined Georgia Health Sciences University & Health System in 2006 after serving as Senior Executive Vice President and Chief Financial Officer at Cooper Health System in Camden, NJ, since 2000. Mr. Roemer helped transform Cooper into one of the state’s best-performing health systems.


Previously, he was a partner in the Cleveland, OH, office of KPMG Consulting/Bearing Point, where he provided consultation to major academic medical centers such as the University of Pennsylvania Health System, the Duke University Health System and the Temple University Health System. He earned bachelor’s and master’s degrees from Cleveland State University. He is a member of the American Institute of Certified Public Accountants, Pennsylvania Institute of Certified Public Accountants, Healthcare Financial Management Association and the American College of Healthcare Executives.

Susan Wynne

Senior Vice President, Business Development

Ms. Wynne oversees business development functions for the health system, including Strategic Planning, Marketing & Customer Engagement, Public Relations & Corporate Communications, Physician Relations and related functions.


Ms. Wynne holds more than 30 years of healthcare marketing and business development experience, and prior to joining LG Health, served as Vice President of Marketing, Communications and Public Relations for Main Line Health, a member of the Jefferson Health System. In this role, she was responsible for the market growth of its acute-care hospitals, ambulatory sites and other business entities. Wynne received her bachelor’s degree from Mount Saint Mary College and her master’s degree in business administration from The Pennsylvania State University.

Stacey Youcis

Senior Service Line Executive

Ms. Youcis works closely with executive and physician leaders to provide vision, leadership and operational oversight of LG Health’s seven major service lines. She is accountable for each of the service lines’ financial performance, operational efficiency and quality improvement to meet targeted clinical and operating outcomes.. Drawing on a clinical background in radiology, cardiology and emergency medicine,

Ms. Youcis has served in various leadership capacities for nearly 25 years including educator, project manager, chief technologist, manager, director, administrative director, assistant vice president and vice president. She previously served as Vice President of Operations at Lancaster General Hospital and held executive responsibility for all peri-operative areas across the health system, endoscopy services, healthy weight management program, the musculoskeletal service line and the neuro science service line. She holds a bachelor's degree in healthcare administration and a master’s in business administration both from Lebanon Valley College.
